Preheat oven 375°F.
Spray an 8 by 8 baking dish with nonstick cooking spray.
To make the oat flour; place old fashioned rolled oats in a food processor or blender.Pulse until fine. Combine all ingredients in a stand mixer with a paddle attachment or use a large mixing bowl and beat ingredients. Mix on low until all ingredients are well combined.
Pour mixture into prepared baking dish. Bake 25-30 minutes or until a toothpick comes out clean when poked in the middle. Let cool. Slice into bars and serve. Store in the refrigerator for 4-5 days.
